It basically means that not all people will get to fully enjoy equal rights. I know what inequality feels like, when I cannot walk down the street without men trying to come onto me, when yet, a man can do that without men trying to come onto him, for the most part. When a woman can't go to work or pay bills without being sexually harassed, it takes a toll on her. Sexual harassment and other forms of gender inequality may increase crime, suicide attempts, and mental health issues.
Gender inequality plays into the inner city dilemma too. Because of the dynamics of the inner city, women are often left to raise their children alone. When pay for women is less, and racism is part of the picture, the women have to work longer or harder than the men. The children are totally unsupervised. When she is around, she may discipline them harder to make up for her not being there and them not having any supervision. While the absence of a man in the house is particularly harmful to boys, it is compounded when the mother is not particularly warm but abusive and overly critical instead. So what do the children do? If they are living in poverty, they may join a gang or turn to theft. Boys in that environment may turn to rape as a means of acting out violence against the person he hates the most and yet is unable to express that to her. Increasing pay for women forced to raise a family alone may help reduce the cycle and reduce crime.
