Outside of drugs and risky supplements, I'd recommend doing a combination of weight-lifting, cardio, and diet.

Weight-lifting: You want to be able to maintain your muscle size for a toned look as you lose body fat. Also, an increase in muscle will increase calorie usage so less fat storage will occur. Keep reps to about 8-10 for about 2-3 sets. Don't use overly light weights (moderately heavy is preferable).

Cardio: I usually do about 30-45 minutes on a daily basis. This is either jumprope, heavy bag, elliptical, treadmill, etc.

Diet: Very important. Take in less fat and eat slower-digesting foods (high fiber). Oatmeal, almonds, whole wheat, sweet potatoes are some examples. It'll satisfy your hunger so you eat less junk food.

Safest way- don't rush. You really can't lose 15 pounds in 15 days. By doing that you'd have to lose 35,000 calories each day and practically eat nothing. One thing that helps is learning about you "BMR". Just research online. Let's say your BMR is 15,000. Eat 1200 calories- no less, it isn't healthy to eat less than 1200 calories. Then find a calorie burner calculator online and find one or more exercises that burn 200 calories. By doing all of this, you burn 500 calories each day. 500*7 days+ 1 pound per week. Never try to lose more than 2 pounds each week. Good luck :)

The most important thing would be to drink lots of water, which fills you up. Also, when people feel "hungry", it's usually just thirst. You should also eats lots of fiber-rich foods which also fill you up because fibers absorb water and occupy more space in your colon so you don't eat as much.
