The Periosteum serves as an attachment point for muscles and bones through tendons and ligaments. -----------------------------------------------------------------------------------------------------------

Or, Inner layer can breakdown and build bone cells. Not necessarily its "function". It's a fibrous membrane covering (of bone), attached by fibers that happen to enter into bone, "Sharpey's fibers"; allowing nerves, and blood / lymphatic vessels to pass though it and then into bone through nutrient foramina. The periosteum covers bone and provides nourishment to the bone through the blood vessels and nerves contained within it.
