Kyoto was meant to be an initial step in reducing the emission of Greenhouse Gases.
As major powers such as America chose to ignore this problem the Kyoto accord was not as successful as it should have been. It did however raise the awareness of man made influences on the Earth's climate.
The Kyoto Protocol did nothing at all to decrease Global Warming and was not designed to do so.
A handful of countries were asked to "reduce" their CO2 emissions. A second handful of countries were asked to keep their emissions stationary. The rest of the world was allowed to grow their emissions unabated.
China, the world leader in CO2 production, was allowed to have unlimited growth of CO2 for the foreseeable future. If the United States wished to increase their production of CO2, they could also under Kyoto. The only restriction is that they had to pay a tax to some other country that had no limit.
The net result is that the Kyoto was an attempt to redistribute wealth through the use of CO2 production.
The total CO2 in our environment is fairly stationary. We use Antarctic glacial samples as our standard for 1850 and world wide data for current. This shows us a change on atmosphere from 0.027% to 0.035% worst case. If we were to use Antarctic data with Antarctic data, we would see no change.
Carbon dioxide has also never been know to cause temperature change. It has always followed the change and is doing so now. EVERY decrease in temp. change (long term) has been in times of higher the average CO2 levels according to Vostok records. The idea that man is a conributer to global warming is not yet a proven fact. The concept that we are able to cause a reduction in CO2 levels is even a higher improbability. Man produces 3 to 6% of all CO2 and less then 0.3% of all green house gases. The current CO2 level increase started 10,00 years ago. If man is to blame we would need to reduce to the levels of CO2 produced in the stone ages.
