When a rod is anchored 4" above the window opening/casing it is firmly mounted into the wooden framing header beneath the sheet rock.
The optimum height for a curtain rod is 2 to 3 inches above the frame.

You want to install your rod between 3-6" above the window and the same distance to the sides of the window, depending on the look you want to achieve. Some folks like to install on the wooden casing, but I do not care for that approach. It looks too "hung a sheet on the wall" look.
For a smaller window such as a 36" X 36", the average height above the floor is about 32" to 36". For a taller window, it may be as little as 20-22" above the floor.
