It depends on whether you are talking about land area or population.

Carlisle is the largest English city by land area. 1039 sq km. The 69th largest city by land area in the world, but the city doesn't actually cover much of this area--it's mainly countryside.

London is largest in population. For purposes of Local Government, London is the 32 Boroughs of London, plus The City of London which is approximately one square mile in area and historically was the financial district of the city. The population of "London" as defined is about 7,200,000 making it far and away the largest populated city in England.

The best way of looking at this is biggest urban areas, the way cities are defined in the UK being very inconsistant with for instance the city of London only having a population of a few hundred, some suburbs being counted in the total for cities, others not, etc....
