Not sure what the law is, but I'm pretty sure that there is no statute of limitations on arrearages (i.e., support that was ordered to be paid and has not been paid).

If this involves a new case for retroactive support, it's 24 months, but a growing amount of judge are refusing the motions, plus there's a drawback to trying. A lot of adult children learn their mother lied to them about not getting any money, resulting in a destroyed relationship.

Is there a statute of limitations on getting back child support for children whom are adults now?

Barring any changes in Child Support law, there is no Statute of Limitations on arrears. This means that the noncustodial parent will never be free of accumulated arrears plus interest accrued until the full amount has been paid either to the custodial parent or the custodial parent's estate, if they have died.

Can a noncustodial parent refuse to give the custodial parent the child back to avoid paying 48 thousand dollars back child support and then try to file for support from custodial parent?

No, and no can he, so there must be a greater issue related here as to the safety of the children. As for being in arrears, in this economy that comes as no shock as men do not know there is free legal help to avoid or reduce arrears from the government. That is what I teach them.

Can a noncustodial parent stop the custodial parent from moving?

This is hard to answer because there can be many variables involved. The noncustodial parent may contest the move and take the custodial parent to court to show cause. But it may not be possible for the noncustodial parent to actually prevent the move unless the move is out of state.
