double-wides are mostly 28' wide (although 24' and even 20') are out there. They vary in length from 40' to 76'

The dimensions are dependent upon the overall size, length and width, of the double-wide mobile home in question.
Many of the double wides in my park are 28 x 50 (= 1400)

I would say the standard is 14 x 68 although there are many smaller and afew larger.

If you mean a double wide mobile home, no. Most people don't own the land that a mobile home sits on and the way the mobile home is made doesn't lend it's self to having a basement.
