It's about 81 lb-ft; at least it is for the B4 Passats (1995-1997) which call for 110 Nm=81.13 lb-ft

Remove Front hub nut on a 2004 Volkswagen Passat?

I own a 04 VW Passat 1.8L Turbo and have special locking lug nuts on all my tires. They are designed so that a thief cannot pluck off ur rims with any old tool. Basically, u need to call Volkswagen or go to the dealer and get a locking lug nut key (its a small plastic tool about $10 that will fit in the lugs and enable you to remove). I DO NOT recommend trying to have these locking lug nuts replaced with regular lug nuts without this key. I went to 3 shops and they couldt remove & I even went to a VW Dealership and now my rims look like they have been through WW2 and I now have a ABS sensor out (cost to replace: $300-400)- probably from the jackhammer it appears they took to one of my rims.... Hope this helps!!
