It may help to imagine a pair of gears. If the gears turn, then the teeth can intermesh. If, however, you fix one of the gears and attempt to move the other without turning it, or turn it without moving it, there's a problem: you're trying to push the teeth of one gear THROUGH the teeth of the other gear.
