The mark out rule is when the rough stock rider has to have his feet above the horses shoulder when the horses shoulder passes the chute boundary. Failure to make mark out results in a no score for the rider.

What rules is there for mountain biking?

The "rules" have a lot more to do with where you're riding than anything else. Some places like state parks have defined trails that are off limits for bike riding and some that are for bike riding only.In the US you are as a rule not allowed to ride on private property w/o the land owners permission. If you get into racing, well then there are specific rules for that obviously.

Does a horse have to use a riding school or can it just hack out all the time?

A horse can use both. There is no rule that says you have to stay in a riding school, or just hack out all the time. It is usually more beneficial for the horse to use both. The school can be used for more intensive exercises while hacking out can be a time to relax and work or building up the horses endurance.

Who has the right of way when riding?

In a show ring or riding whereever the general rule is left shoulder to left shoulder when passing. So if two people are traveling in different directions and you are going to the right you would give the person going to the left the outside, if you were going left and the other person was going to the right then you would take the outside. Left shoulder to left shoulder.
