at building supply co. that sell concrete block and or bricks usually. they usually sell bagged masonry products like type n,s and m mortar mix as well as quickrete or sakrete bagged pre-mix bagged masonry products. An outside shot is home depot or lowes but doubtfull.
The decision of whether type s or n mortar mix is better is determined by the application. N type mortar is used for above grade applications which see harsh weather while S type is used below grade like in ground application.

The sand give the cement in the mix something to hold on to. It gives the mortor strengh by connecting all the grains together. The cement to sand is pretty much the same principal as mortar to brick. Joining the pieces together to create a whole.
It depends on the ratio of cement in the mix. If it is white then there is no cement in it and it will not bond the blocks together
The proportion of the bed mortar should be 4:1 for the sand : cement.
