FN Herstal simply means Fabrique National, Herstal Belgium- a company name and city- but you are probably asking about the FiveseveN pistol made by them. It will depend on the backstop and design for the range. In an indoor range, this is usually a metal bullet trap. The civilian ammunition available for the FiveseveN is not as powerful as the restricted military ammo, and should be OK on MOST pistol ranges- but check with the range to be sure.

It depends on the gun. For instance, the FN 5.7 is effective at that distance, but most people believe the velocity of the bullet makes it a bad choice for personal defense because it may pass through the person and hit someone else.
Browning, FN, and Inglis really describe different products. I assume you are referring to the Inglis version of the FN P35 pistol. Inglis, in Canada, did not begin manufacture until 1940 with 100% of production going to military channels. There would not really be a 'retail' price. The FN-manufactured 'Browning Hi-Power' commercial pistol was not introduced to the US market until 1955. Pistols sold before then would have been FN commercial pistols or surplused military pistols imported through secondary channels.
