Subglossal is the medical term meaning beneath the tongue.
This is a new one. Never in all my years of raising hens have I heard of this problem. This very well could be a genetic deformity and what I am about to suggest will not help. You will need two people to do this. One person will hold the chick and open it's beak. The other will gently use a pair of tweezers to grasp the tongue as far down in the throat as possible without killing the chick. Pull forward slowly and if no resistance is encountered pull the tongue forward, this may take a few tries. If there is resistance and it is hard to do then you must stop or risk damage to the chick, however, it will die if it does not eat or drink so doing something is better than not.
