jimi hendrix lyrics are commonly misperceived but the true meaning, what he was really asking was, have you experienced an LSD trip yet. have you "broken through".
to back me up he says "not neccessarily stoned, but beautiful..."
also see Jim Morrison, he can be quoted as using the term (not word for word) "not stoned but beautiful". he actually has a cover titled "stoned articulate", which is undoubtedly in relation to the "artistic effects" of LSD.
