Casting lots is simply relying on chance to settle a situation - like tossing a coin or drawing a short straw. The Jews believed that if they prayed before casting lots then God would guide them in their choice. The two most famous incidences of casting lots are firstly when the soldiers who crucified Jesus cast lots (ie gambled) to see who would win Jesus' robe that was stripped from him before his crucifxion. Secondly, the disciples prayed and then cast lots to see who would replace Judas Iscariot, the disciple who betrayed Jesus, after Judas killed himself. The 'winner' was the new disciple, Matthias. This was the last time that casting lots is mentioned in The Bible as, after this, the coming of the Holy Spirit to all people meant that casting lots was not needed, or desired, any more.
In the Old Testament, lots were cast in order to reveal the choice, and therefore will, of God. The High Priest carried and black rock and a white rock, called Urim (Brilliance or Divine) and Thummim (Absolute Truth), in his breastplate. When casting l a ot, the Jews would entreat the Lord God to answer a serious question that had no human resolution. Someone previously stated that it had everything to do with chance, while (contextually speaking) chance had NOTHING to do with it. God revealed His final answer through this sacred process. This process was later rendered obsolete after the death and resurrection of Jesus Christ by which man was made able to talk to God directly by faith.
Answer:
Casting lots is an appeal to God to resolve a judgment too difficult for men.
To draw lots means to pick something random, or in the Jewish bible, Haman and his wife chose a month and say to hang the Jews in the gallows. Sorry, I meant "day" not "say".
Yes it is a form of gambling, in which things are decided like who would keep the clothes of Jesus.

John 8:3-9
Casting lots is like drawing straws or drawing names out of a hat. It doesn't say in acts exactly what the 'lots' were, they could have been sticks or stones with names on them. Casting lots is also mentioned in the Old Testament. For example: Numbers 26:55, 33:54, 34:13 Joshua 18: 6-10 Jonah 1:7
