Power fluctuations are periodic dips or spikes in the electrical current of any given circuit.

The power plants, transmission lines, and even lines in your own home can cause the electrical current to fluctuate or introduce "noise" to the electrical stream. This can cause sensitive electrical appliances (such as a computer) to behave in all sorts of strange ways and is known to cause permanent damage in many cases. Especially in older houses or older neighborhoods where power lines are old and weathered.

This can be mitigated by using a line conditioner. A line conditioner is a device which smooths out these dips & spikes and provides anything down-line from it with even, clean power. There are also house-wide line conditioners which perform this function for all electricity as it enters from the grid.

It should be noted that a good quality UPS or battery-backup system can also go a long way to reducing power fluctuations, and cost a great deal less than most line conditioners.
