The Wheel of the Dharma represents the wheel of life -- otherwise known as "samsara". In the older Buddhist traditions there is a belief in cyclic rebirth and the wheel is often tied to that concept.

The wheel is also sometimes tied to the Buddha's description of Dependent Origination which is a detailing of how we cause our own suffering, but it should be noted that there are no descriptions in the Pali canon of Dependent Origination as a wheel -- it is more like a 12-linked chain of events which never goes from step 12 back around to step 1.
