Or, to rephrase in more modern English: "The listing of certain rights in the Constitution [specifically the Bill of Rights] shouldn't be interpreted as meaning that the people have no unlisted rights."
The Ninth Amendment was designed to negate a particular legal argument called "Expressio unius est exclusio alterius" (which is a canon of statutory interpretation that means that when there is a list in a law, those things which are not listed are thereby excluded from the list unless language such as "such as", "including", or "etc." is used to indicate the list is illustrative rather than exhaustive).
If a right is not specifically granted by the Constitution, that in itself does not mean that the right does not exist.
The Ninth Amendment essentially says you have rights other than those specifically listed in the Constitution, and the fact that they're not listed doesn't mean you've given them up.

∙ 11y agoBasically, it says that just because something isn't written in the Conctitution, it doesn't mean the government can take that away. Like, if you had a dog, the government can't take him away just because it doesn't say they can't in the Conctitution.
