I have to imagine that it refers to the popular lullaby. "Hush little baby, don't say a word Papa's/Mama's gonna to buy you a mockingbird And if that mockingbird don't sing, Papa/Mama's gonna buy you a diamond ring." The fact that the little girl in the movie is unable to speak seems to make this a very fitting title.

Why is the title To Kill a Mockingbird?

It is appropriately titled "To Kill a Mockingbird" because a mockingbird in the novel symbolized innocence, how mockingbirds don't cause any trouble but only sing their hearts out. Tom Robinson would be considered as a mockingbird because he was completely innocent when it was really Bob Ewell who abused his daughter Mayella, not Robinson. Unfortunately, Robinson was killed when he tried to escape from the guards.
