It needs the code. Call, your dealer. That has nothing to do with it. Got to a Ford or Mercury dealer and they will tell you they no nothing about it.
It is the fleet installed cell phone that is causing the problem. Turn the car on, turn the cell phone on, wait a minute, the turn cell phone off. Radio will the work.
If you do not still have the cell phone handset, get and hook it up. then do as above says. I had the same problem, and solved the problem by turning cell phone on and the turning it off again.
You either need a special tool from ford or you can make your own out of coat hanger wire. go to www.carstereohelp.com and click on mercury it will show you exactly how with diagrams.
