THE ONLY PLACE THAT CAN ANSWER THIS QUESTION IS YOUR LOCAL PERMIT OFFICE! Codes change depending on where you live. Standard ceiling height in Canada and the US is about 8 feet.

I'm going to assume your thinking about adding a bedroom in your basement.

For APARTMENTS there is a minimum of 6.8 feet from finished floor to finished ceiling for all living space. There may be exceptions for under beams and bulkheads. You may need to add more head room for lighting.

I haven't seen anything about minimum ceiling height for a regular house specifically. There are codes for window size, egress, heating, the kind of electrical outlets, square footage of the room, you need a dedicated closet, and there must be a smoke/CO detector within a few feet of the door.

A burn mark on a kitchen worktop could be permanent. This depends on the material the worktop is made from. If the worktop is made of wood, it is possible to sand the burn mark and then refinish. If the worktop is made of man made materials, it is likely the work top will need to be replaced.

What will be the height of kitchen counter as your height is 5 feet 3 inches?

In the old measurement, around 3 feet. There is not much scope for variation because kitchen appliances are made to pretty much a standard height and are designed to fit into or under the counter. However, if you are designing a new kitchen, or kitchen area, you may want to consider a low-level worktop specialy to suit you. The appropriate height will depend on you - "short" legs "long" torso, "long" legs "short" torso - and what you plan to use it for: you need a lower surface for kneading dough than for cutting vegetables.
