Some investigators might think that the most reactive metal is francium. This is not unreasonable, since the trend of increasing atomic radius and electron shielding of the nuclear charge as the number of shells increases will decrease ionization energy on moving down Group 1. But caesium is more reactive.
The metal francium, which is in Period 7 of Group 1, has such a large outer shell, that valence electrons move at relativistic speeds. The lower electron density of the outermost shell offsets much of the electron shielding by core electrons. So much so in fact that the first ionisation energy for francium is 380 kJ/mol, compared to 375.7 kJ/mol for cesium. Thus, cesium has the lower ionization energy, and its reaction, with water for example, is more violent than is that of francium.
Francium (Fr), an extremely rare radioactive element. It could also be argued that although slightly less chemically reactive than Cesium it is radioactive and thus more "totally reactive".
