Opinions will vary far and wide with this one. A lot of people will be quick to cite Metallica, although, personally, I don't see how a band which completely sold out can be 'king'. Iron Maiden or Judas Priest would be up there. They're both popular and fairly consistent bands. And they came around at the right time, when Heavy Metal could actually get some press... the best Metal bands nowadays remain relatively obscure while the music media tries to pass off a bunch of watered down [urine] as Metal, in the same manner as they've always try gentrifying Metal by introducing waves of false Metal into the fold... whether it was 80s Glam, nu-nonsense-weakly-passed-off-as-Metal, these female fronted bands playing what basically amounts to Pop Music thinly veiled with Guitars, so-called metalcore nonsense, etc.
Dream Theater. They are far more instrumentaly advance than most bands and they show a huge variety of styles in their music.
By record sales, it would be Metallica. They have had over 90 million record sales, and continue to record and tour today with a career spanning over 25 years.

No, Avenged Sevenfold is by no means what most metal enthusiasts would consider "heavy metal". Personally they're more of a mix between nu-metal and thrash to me. A7X can't hold a candle to true heavy metal bands like Behemoth, Nile, Vader, and Slayer, though.
