It is a commercial for a new car. the man is going to pick up his wife at school and he has their baby suspended from his shoulders.
No, there may be a car commercial based on the video, but there is definitley a music video as described. It is shot in the first person. The subject walks down streets (looks like a town in the UK) and everywhere he goes angry and unhappy people look at him, pause, and then smile. The video conludes by revealing the subject is carrying a baby on his shoulders. Totally beautiful concept. I saw it once (in 2005) and have been forever looking for the name of the song/band.
