The National Guard is the Organized State Militia. Civilians who have been trained by the military and are ready to perform missions upon the command of the State Governor or the President. They are called to active duty in the event of war, disaster or other emergency, And in any other emergency the national guard is the first people on sight.

According to 10 USC Chapter 13 § 311 - the National Guard is an organized militia of the US. While individual National Guard units may be federalized and activated subordinate to Army (or Air Force as with Air National Guard) authority, they are a reserve component, and are part of the US Army or Air Force.

They are like the modern day militia of the U.S. Like if there was ever an emergency situation like an attack on the U.S. they would be the first people at the scene.

The National Guard contains the Army's reserve forces as far as combat arms units go. Aside from their role as a pool of available reserve status troops, the National Guard also has a role for the state, and can be activated at state level by the governor (in some states, County Sheriffs are also given authority to activate National Guard units in their county). When activated by the state, the National Guard is considered a state militia, and thus can serve in a law enforcement capacity. When activated by the federal government, they are considered federal soldiers, and cannot serve in such a capacity due to the Posse Commitatus Act (unless the Insurrection Act is invoked). This role is unique to the National Guard (Army National Guard and Air National Guard) and is not common to any other reserve components (e.g., Army Reserve, Marine Corps Reserve, Navy Reserve, Air Force Reserve).
