The "safe" range for household products that would touch your skin is generally between pH 5 and 9, where water has a neutral pH of 7. Chemicals like ammonia and bleach are very caustic, with a pH of about 10, so most window cleaners use only enough ammonia to produce a pH of 9. You could make stronger solutions, but they would burn your skin. That is why many cleaning products recommend wearing rubber gloves.
