The normal or healthy range of pH in drinking water should be between 6.5 and 8.5. However, pH on it's own is not necessarily a problem (Orange Juice has a pH of 3.5). If the pH of the drinking water is below 7, it is acidic (and considered "soft") and has potential to leach metals from the pipes it travels through. It is these metal ions that may be of concern. If the pH is over 7 it will be basic (and considered "hard") and will likely contain minerals that are actually beneficial to heart health and that improve the taste of beer when made with this hard water.
