As far as I'm aware, you cannot study Fashion Design at Cape Town University (UCT). However, it is offered at Cape Peninsula University of Technology (CPUT aka Cape Tech.)
If you have a look at their website, you can calculate the fees per year for yourself.

I've made a brief calculation, and it looks like the total fees for a National Diploma in Fashion is around R32,000.

Some differences would include the fabric, quality, price, style, design. etc..
I also am planning on taking fashion, the price may vary depending on the school and location. For example, for me I'll be studying abroad, so it will be more expensive.
Nothing don't do it or you will end up living in a cardboard box and will end up looking worse than Katy Price and you will have to kill yourself.

A web design college is a good place to gain skills and become more marketable in the field of website design. In the field, a degree is not necessary, but is generally desirable. Students can take places in-person and online in hundreds of schools across the country. Some examples include Kaplan University, ITT Tech, and University of Massachusetts. Price varies greatly depending on the program

Well the price can vary depending on the school you want to go to. You should also take into consideration cost of living, books, supplies, food, gas, ect. If you're living on your own. I have a friend who went to FIDM/The Fashion Institute of Design & Merchandising and the tuition was around $27,000 for the year. Now FIDM does offer scholarships, loans, grants and financial aid to help with the cost of tuition and they are great in helping students who are passionate about fashion and talented afford the tuition.
