If all the instruments behave erratically like that it could be caused either by the main plug onto the circuit board just being loose - it needs pushing back on tight - or maybe it has a worn-out connector pin? Or it could be just one loose wire such as a chassis bonding wire. (Also called a grounding wire.) If you don't know where to look yourself it would be best to get an electrician to check your dashboard display wiring for an intermittent circuit fault.
Contrary to what the following answer says, it is unlikely to be a "short in your electrical system" as a chafed hot wire shorting to the chassis frame of the vehicle somewhere - from excessive vibration or whatever - or two wires touching which shouldn't be touching (because of their insulation has gotten chafed) - would usually cause a fuse to keep blowing...

Anyway, if you gauges fail simultaneoulsy, you should probably check for a short in your electrical system. Or, if your speedometer is driven by your transmission as is the case in many autos, that could be your trouble. A odometer hand? The word hand must be interchageable with gauge--oh well--colloquial euphemism aside, your odometer should never stop working as you move forward as that makes your vehicle illegal by law. Good luck with it, and if possible, I suggest buying a newer car. Not to slight the Neon, but Dodge products can do the darndest things--especially old ones.
Yes it is much more likely that the problem is with the speed sensor than the guage or the computer.

The fact that you drive a Jeep Cherokee has nothing to do with your speedometer problem. The fact that you have a broken speedometer cable or sensor has everything to do with your problem. It is just about worn out. Soon it will stop working. You need to replace it. It can not be fixed.
There is no fuse just for the speedometer. If the speedometer is not working, you may have a problem in the dash gauges cluster, or a vehicle speed sensor problem.

If a 1992 Honda Civic's speedometer is erratic, the problem could be the speedometer cable. It could also be the speedometer sensor malfunctioning. Check both components carefully.
There might be a problem with the cable.
check the wiring to the speedometer. Check the sending unit as well. If the problem is internal then the speedometer will have to be replaced.

supposedly there are spots on the back of the instrument panel that need to be resolderd.I'm working on this problem now.

Had the same problem with my Grand Prix, ended up that the ignition switch had to be replaced. Hope this helps.
