Answer
Proxies are nice, but when you go through a proxy you are increasing the amount of bandwidth that you would normally use to transfer data and this will cause more congestion on your institutions network. I am sure that your Network Administrator has blocked these sites for a valid reason and if you absolutely need access to these sites in order to be productive then you should consult with your Network Administrator and request access to these sites.
