Any art needs a focus and a "frame". The border on a poster will define the area to be "filled in" and will give the eye a point of reference. This will keep the poster from becoming off centered and will make the composition "even".
Try this experiment. Take a piece of paper and write something on it. Now draw a "border" around the same writing on another piece of paper. Notice how the writing becomes the center of attention with the border? The same words, but the focus has changed with a border. This is the purpose of a border on a poster or a frame on a picture; the focal point.
