The utility bill is to request payment for goods or services rendered. The payment of the billing provides the UTILITY company with the cash they need to operate their plans or buy their raw materials.

For example an electric utility, must maintain a HUGE investment in the wires & generation equipment & the people & trucks to make it happen 24/7 every-time you flip a switch.

Gas company's don't make gas, they have to buy it, or drill for it, so they have to have cash to buy the Gas, build the pipes & hire the people.

In the US most of the utilities are FOR PROFIT companies & not a government agency.

If the utility IS a government agency it still bills or it would have to raise taxes to pay for the cost of the utilities it provides.
