The Internet is primarily "on-line"

with the 'lines' being some kind of cable, either copper or glass fiber. These lines carry information between computers. The first computers involved are super hubs that connect large areas together such as between American and Japan or Europe. These super hubs then carry the information to smaller hubs for distribution to smaller areas such as cities. Many different companies own these cables. They are paid for the use of these cables. Somebody has to pay.
When the information gets down to near the final user, either the final user pays, or somebody, a business like Starbucks for example, pays for the final user and sends the information by Wi-Fi

to the users that log in to the Starbucks link to the Internet.
Starbucks pays for the connection so that people will come in and buy a cup of coffee.
Many businesses provide the Wi-Fi

link, and they all have their reasons. But it is a form of business, and the connection is never free. Somebody pays.
People may visit Starbucks and use the Internet, and never buy a cup of coffee. Starbucks knows this but many people do buy a cup of coffee, and that makes the Wi-Fi

worth the cost.
If you want to have your own connection to the Internet, then you will have to pay. The company that provides the Internet to you is called an ISP. An "Internet Service Provider."
So you can use the free Wi-Fi

if you are happy with that, or get your own ISP. It depends on each person's needs. If your school provides Wi-Fi,

great. Use it. But some of your tuition is paying for it. Somebody has to pay.
