Titled royals do not hold a surname, but when one is needed, Queen Elizabeth Alexandra Mary II uses the name Windsor. Her descendants use the surname Mountbatten-Windsor to honor her husband, Prince Philip, Duke of Edinburgh, with the family name Mountbatten.
Her title is not "Queen of England." That title has not existed for over 300 years. Elizabeth II is Queen of the United Kingdom and the other Commonwealth realms. England is a part of, but not the same as, the United Kingdom.
The British Royal Family are all members and descendants of the House of Windsor. Members of the Royal Family bearing the style and title His/Her Majesty or His/Her Royal Highness do not officially have or use surnames.
Currently it is Windsor, the House of Windsor from the House of Saxe-Coburg-Gotha. When Prince Charles accedes I think he wants it changed to Mountbatten-Windsor.
