Yes cats can have rashes. You should check the color of the skin to find the type of rash and if shampoo and conditioner does not work, try buying medicine. Take your cat to the vet even if condition relieves and get's better to determine the cause and prevent it from happening in the future.
You'll have to be more specific. What color is it? What does it look like? Something usually that all cat get is Cat Acne, which is a blackish color and is under the chin. It is a common skin disorder that cats get, and when i first saw it on my cat, i thought it was some kind of rash or fleas. Either way, you should take your cat to the vet to have it looked at and make sure it isn't anything serious.
If your cat has lost skin under its chin and it is bumpy, this might be a heat rash. This could also mean the cat has an allergy to food or laundry detergent.

Difficult to diagnose a rash without seeing it, but it sounds like it could be impetigo, especially if it has a brown or golden crust to it. It should be treated with antibiotics and is contagious. See your doctor.
