Since 1911 there hasn't been a "fixed ratio" used to determine the number of Representatives (e.g. 1 Representative per 10,000 people). The total number of Representatives was set at 433 plus 1 each for New Mexico and Arizona when they joined the union. The total number of Representatives has been 435 since then. (There was a temporary increase to 437 at the time of admission of Alaska and Hawaii as States.) We now use a "fixed house size" method to figure the number of Representatives. This means that a State's number of Representatives will increase or decrease after each census; BUT not based on a fixed ratio. A very good explanation is given on the US Census Bureau's website (http://www.census.gov/population/www/censusdata/apportionment/files/apportn.pdf) this is a PDF document titled, "Apportionment of the U.S. House of Representatives". (This title is in the Related Links section; just click it to go to the document.) I took my answer from there.

The answer to this question depends on the ratio os what aspect of plants and humans you are interested in. Is it the ratio of:the number of speciesthe number of individualsthe total (bio-)mass.
experimental probability
the ratio of the number favorable outcomes to the total number of trials.
number of boys = ratio of boys x total strength / total ratio = 5 x 27/9 = 5 x 3 = 15 number of girls = ratio of girls x total strength / total ratio = 4 x 27/9 = 4 x 3 = 12 verification: 15 + 12 = 27
If each of the ways is equally likely then it is the probability of the event but otherwise it is simply a ratio.
The probability of the event occurring.
You find the total number of outcomes by adding the first part of the odds to the second part of the odds. For example: 1:1 The total number of outcomes would be 2. To find the ratio of equally likely outcomes to the total number, find the number of outcomes, and put it on the left of the semicolon. Then put the total number on the right side. For the same example: (outcomes)->1:2<-(total)
