The government program ENERGY STAR recommends 70 for heat and 78 for cool. They recommend installing a programmable thermostat to only maintain the temperature when you are there.
This is not an answer to the stated question. Why should the temperature change from summer to winter? Year round means just that. My opinion is 78. Though because of energy cost, i set my thermostat at 80 in the summer and 72 in the winter. I like to be warm, I don't like to have to layer my clothes, and I just want to be comfortable.
The first question you need to answer this is are you occupying the home year round? If you are NO. If you are a snowbird, then you should have a Humidistat installed to keep the moisture level down as to not grow mold. If you are there year round, then normal use of your A/C will keep the humidity at acceptable levels.
