its actually because plate boundaries are constantly moving and whe they diverge (move apart) it gives the magma a chance to arise and form a volcano. they could also converge (crash into eachother) and the denser plate subducts (sinks underneath) and when this happens, its causes friction, then cracks an the magma rises through those cracks and onto the surface. The random volcanoes that arent on a plate boundary are caused by hotspots. this is where the magma is unusually hot underneath one part of the mantle and starts to melt it away and it pushes through.
