There is no right per se. Juveniles usually technically are not convicted and sent to prison although they can be treated in the eyes of the law as adults. They can be adjudicated delinquent and incarcerated for sufficiently serious crimes. One of the benefits of being treated this way under the law is the potentia forl expungement of records, which is one of the ways society provides some clemency to the underage, by essentially removing recognition at law of the occurence of, and their liability for, crimes, at some point later in their lives.
