The laying out of stairs can be a complicated task and should properly left to an experienced carpenter or architect. But a rule of thumb for an initial trial layout is that risers should be 7 ins. for a tread of 10 ins. The objective is to make the steps neither too steep or too "slow". Stairs that have too shallow or too steep a proportion can be dangerous.
One rule that gives a good result is:
Twice the rise per step plus the tread should equal 24
