Bills or "suggested laws" are put forward by either Congress or Senate but it has to be approved by both bodies before it can proceed to become law. There are some cases where the version of the bill approved by Congress is different from the one in the Senate or vice-versa. The bill cannot be passed if it has multiple forms because then multiple laws will be created, and each version needs to be approved by both Congress and Senate.
