The FBI's job is to enforce Federal Laws. Federal laws are created by the president, in this case, president Barrack Obama. They won't pull people over for speeding, or respond to normal cases, because those are state laws. An example would be marijuana, it was made illegal by president Nixon, it was, and still is a federal crime to have, or smoke it.
