Xylem and phloem are like the blood streams of plants. They really don't really have anything to do with photosynthesis except that phloem will carry glucose which is the product of photosynthesis.

The xylem brings water ( and nutrients ) up from the roots where it is '' cracked '' in the chloroplasts for its electrons/protons ( oxygen is waste expelled ) to run the light dependent reactions of photosynthesis. The phloem conducts the sugar products of photosynthesis to the places in the plant where they are needed.

The function of Xylem in a plant is to transport Water throughout the tree. The Phloem has to transport food throughout the tree. So the Phloem and Photosynthesis are related to each other because the Phloem transports the food which are produced through photosynthesis.
