Pinch the belt into a loop, pass "the loop" down the right side of the fan & slip it onto the crank pulley,pass the "non-ribbed" side over the water pump, then left onto the alternator, then up onto the A/C, then down under the idler pully, & over to the power-steering pump and finally the "non-ribbed" side down to the adjustable idler pulley that sits below the Power steering pump.
Power steering pump is next to firewall on passenger side at top rear of motor. look under hood for serpentine belt routing diagram. power steering pump is one of those pulleys, top left corner of diagram.
Assuming you have a 91 to 02 LX with AC, power steering and alternator the belt starting with the tensioner on top then it goes clockwise to the alternator, power steering, idler pulley, A/C, crankshaft pulley---------back to the tensioner.

There is no standalone "power steering belt" on a 94 cavalier, just one long serpentine belt. There is a diagram in front of the motor on the passenger side right next to the prop rod. That diagram shows proper belt routing.
