The elephant symbolises the Burmese whilst Orwell is a symbol of the Empire. Basically, the elephant highlights the strength and determination of Burma. For example, a couple of quotes highlight this fully, 'Thick red blood welled out of him but still he did not die' - highlights the determination and unwillingness to give up the fight against the Empire. Also, 'But in falling he seemed for a moment to rise, he seemed to tower upward like a huge rock toppling, his trunk reaching skyward like a tree. He trumpeted for the first and only time.' - also fully highlights the massive amount of determination this wrecked country has.

You need to take into account the fact that this country has been torn apart and stripped of its beauty but this strong country still has this fight left in them, which the elephant personifies.
