It's 3.5 cm x 4.5 cm sized photo on Royal Blue background. There needs to be 70-80% coverage of face in the photos. There also needs to be 8-10mm top margin between the edge and the top of the head (There really seems a mistake in quoting 8-10mm as that is almost a 1 cm space but if you look at the sample photos they provide, they barely show 2-3mm margin)
It may be very difficult to get these photos locally within the US so the best bet is to go online and search in Google or Yahoo for 'Philippines Passport photos' to find some online services which do the job at very low price.
