Hitler used it first in his book Mein Kempf sometimes called the big lie.

Goebbels used it during the war in reference to British Propaganda, And the Americans did the same thing to describe Hitlers psychological profile.

So the Quote is really Hitlers.

Edit: this is not technically correct. The quote is ABOUT Hitler, not by Hitler. Hitler attributed the "Big Lie" to the Jews, and an American Intelligence psychological profile about Hitler paraphrased it.
