The weather is cold and at times blustery.
The weather would still be cold but certainly better than in February, which is usually the coldest month, if not January. Chicago is windy throughout the year, including March.
Temperature would be around freezing to sub-zero at night, so expect to find snow and icy condition near the lake front while driving. The coldness is often worsened by the lake effect that brings in moist air - makes you feel colder than it really is.
Nevertheless, Chicago is beautiful all year round. If you are not well prepared you may find it torturous to walk outside especially when the moist cold wind "cuts" into your face mercilessly, otherwise you should enjoy the view of the frozen Lake Michigan and sometimes the snowy sceneries.

The deepest snowfall recorded in the US was at Tamarack, California with a depth of 451 inches. I do not believe there is any place in California that has never received snow. I have even been in Death Valley when it snowed. The average snowfall over Donner Summit is about 35 feet. So California has no "average snowfall." It depends on where in California one is when asking about the average snowfall.
