When somebody states that they are just a "leaf blowing in the wind", they mean that they are going wherever "chance" or "destiny" or some other outside force is taking with no individual control of their destination. The same as a leaf blowing in the wind. That leaf has no control of where it goes because it can not move, but with the driving force of the wind behind it, who knows where it will end up.
